Dra. Hj. Dewi Kumalasari, M.Pd lahir di Tanjungpinang dan merupakan anak ke tujuh dari sepuluh bersuadara, menamatkan S1 di Universitas Riau dan S2 di Universitas PGRI Adi Buana Surabaya serta pernah mengabdi sebagai guru di SMAN 5 Tanjungpinang.

Menikah dengan H. Ansar Ahmad, S.E., M.M, yang saat ini merupakan Gubernur Kepulauan Riau periode 2019-2024 dan dikaruniai 2 orang anak putra dan putri. Anak pertama, Annisa Sarwidya yang lahir di Pekanbaru, 19 Juli 1991, dan telah menyelesaikan S2 Psikologi HELP University dan seorang putra, Robi Kurniawan, yang merupakan lulusan Universitas Trisakti jurusan Perencanaan Wilayah dan Kota yang saat ini merupakan Plt.Bupati Kabupaten Bintan periode 2021-2024.

Saat ini, Dewi Kumalasari merupakan Wakil Ketua 1 DPRD Provinsi Kepulauan Riau dari Fraksi Partai Golkar, dan merupakan wanita pertama yang menjadi salah satu unsur pimpinan di Lembaga DPRD dan ini merupakan periode ke-2 sebagai Wakil Rakyat dari Daerah Pemilihan Kabupaten Bintan dan Lingga. Menyandang sebagai Ketua Tim Penggerak PKK Provinsi Kepulauan Riau, Dewi Kumalasari terkenal aktif di berbagai organisasi kemasyarakatan dan menjabat sebagai ketua Badan Kontak Majelis Taklim, Bunda PAUD, Bunda Tagana, Ketua LKKS Kepulauan Riau, Ketua Dekranasda, Yayasan Kanker Indonesia Wilayah Kepulauan Riau dan masih banyak lagi.

Salah satu gagasan Dewi Kumalasari di Kabupaten Bintan adalah menginisiasi dibangunnya Rumah Bahagia Bintan, yang diperuntukkan untuk kalangan lansia. Saat ini, Rumah Bahagia menampung puluhan lansia yang berasal dari berbagai daerah di Provinsi Kepulauan Riau. Rumah ini berfungsi merawat dan menjaga lansia agar tetap bahagia di masa tuanya, didalamnya terdapat berbagai aktifitas dari belajar pendalaman agama, berkesenian qasidah, olahraga dan bercocok tanam.

Selain itu, Dewi Kumalasari juga aktif memperjuangkan pendidikan di wilayah pesisir dan terdepan, beberapa diantaranya memperjuangkan program kelas jauh, salah satunya di Pulau Mapur yang merupakan Pulau Terdepan Negara Kesatuan Republik Indonesia.

Pada tahun 2019, Dewi Kumalasari mendapatkan penghargaan sebagai Top Executive Muslimah dari Ikatan Pengusaha Muslimah Indonesia (IPEMI). Sebuah ajang yang digunakan untuk memberikan apresiasi kepada tokoh-tokoh perempuan daerah yang telah memberikan kontribusi terhadap perubahan dan pembangunan.
